回覆如下：
如果客戶現在就有合法的Windows CAL & SQL CAL 的60 個, 那就不需要買, 但要是客戶這些都沒有當然就必須溝買,，但如果客戶再透過” Internet” 存取SQL Server 的資料的話，不能用Server CAL 的計價模式，因為無法確定人數，所以都只能選Core 的計價模式，所以客戶必須要有SQL Server 標準版或是企業版的Core 計價模式
與總部授權部門確認如下：
Yes they will need CALS for any Microsoft product they access on premises if the license model calls for them. So Windows Server will need CALS (yellow). If they have licensed SQL Per Core they would not require SQL Server CALS. If they have licensed under Server/CAL license model they would (green).
Please note the system requirements for the Gateway here. Specifically see the figure labeled How the Gateway Works and note that the gateway accesses a number of on premises servers including Windows Server and SQL. Keep in mind that a SQL server has a technical dependency on Windows Server so licenses would be required.
