They expect to purchase a 96-core physical machine and install the VMware vSphere virtualization platform, which will run 2 Windows Server 2016 virtual machines and 12 Linux virtual machines on the VMware vSphere virtualization platform.

Regardless of the Virtualization technologies used, you license Windows Server the same way. You license all the physical machines on the host server.  We do not license Windows Server by virtual machine.

You choose the edition of Windows Server by the number of virtual instances you want to create.  Windows Server Standard provides the rights to create 2 virtual instances whereas Datacenter allows for an unlimited number of Virtual Instances.

Keep in mind that if they choose Windows Server Standard edition AND they decide they need to have more than 2 virtual instances they will need to relicense all the physical cores again.
